House of Commons (HOC) is an Islamabad-based CSS and PMS preparation academy built on the core principles of honesty, transparency, and integrity. Unlike conventional academies that rely on lecture-heavy instruction, HOC positions itself as Pakistan’s most trusted evaluation-centric academy — one where aspirants are shaped through personalized mentorship, premium paper evaluation, and real exam simulations rather than passive learning.

Surlavish was hired to design and develop a complete professional website for HOC that reflects its premium positioning in a competitive market of CSS preparation institutes across Pakistan. The website needed to communicate HOC’s unique methodology, showcase its distinguished faculty, and drive admissions inquiries from serious CSS and PMS aspirants across the country.

The academy’s faculty includes notable mentors: Manahil Haroon (General Science & Ability), Naseer Ahmad Chandio a serving CSP officer (Précis & Composition), Dr. Aziz Ullah Khan Khattak (Essay), Faisal Jahan Yousafzai (Pakistan Affairs), and Yasir Usmani (Islamic Studies) among others all of whom needed to be professionally presented on the website.

Challenge & Solution

The CSS preparation space in Pakistan is extremely crowded with established players like KIPS, NOA, CSPs Academy, Officers Open Academy, Nova, and Elite CSS Academy all competing for the same aspirants. Building a website for a newer academy required clear differentiation and strong trust signals:

  • HOC needed to stand out from dozens of established CSS academies the website had to immediately communicate its unique evaluation-centric approach rather than looking like just another coaching center
  • The target audience CSS and PMS aspirants are highly analytical and skeptical; they research extensively before committing, so the website had to answer every key question about methodology, faculty credentials, and results upfront
  • Faculty presentation was critical showcasing CSP officers and subject experts as mentors required professional, credibility-first design
  • The website needed to drive urgent action seats are limited and fill fast, requiring strategic placement of CTAs like “Talk to a Mentor Now” and “Join House of Commons”
  • A complete, fast-loading, mobile-responsive WordPress site had to be delivered that the HOC team could manage independently for blog posts, announcements, and new batch updates

Our Process

  • Discovery — Analyzed HOC’s positioning against competitors, identified the evaluation-centric angle as the primary differentiator, and mapped out the target audience’s decision-making journey
  • Content Architecture — Planned pages: Home, About HOC, Faculty, Courses (CSS & PMS), Evaluation Model, Mock Exams, CSS Info, Contact — each serving a specific role in the admissions funnel
  • Design — Created a professional, trust-first design using deep navy and gold tones — conveying authority, seriousness, and academic excellence appropriate for a civil services prep academy
  • Development — Built on WordPress with Elementor Pro; custom sections for faculty profiles, evaluation model explainer, CTA blocks, and contact form integration
  • Content Writing — Wrote all website copy emphasizing HOC’s core mission: “to empower aspirants with critical thinking, analytical writing and presentation skills” and differentiating from note-distribution academies
  • Launch — Full mobile responsiveness testing, speed optimization, and handover
